Parody of a CPA Case Written about the 2019 CFE Fyre Festival for Accountants
CPA Canada (CPA) is a not-for-profit national organization established to support unification of the Canadian accounting profession. CPA provides education, training and support to CPA Members and Candidates. CPA’s vision is to be “the pre-eminent, globally respected business and accounting designation.”
Today is September 21, 2019 and you, CPA, are a management consultant for Reddit Consulting limited. You’ve just met with the lead partner, GlutenWhisperer, about an urgent matter for a new client, CPA Canada. CPA has engaged your firm after what was described as the “Fyre Festival for Accountants” by the Financial Post and other Canadian news outlets. Based on a cursory review of social media, noting the repeated use of the term “clusterfuck”, GlutenWhisperer thinks that are some internal controls and publicity issues that will need to be addressed. GlutenWhisperer provides you with a link to the Reddit social media post “[CAN] CFE Day 2 Megathread” which is provided in Appendix I.
Since this is an emergency situation, you will be reporting directly to the President and CEO of CPA, Joy Thomas. You’ve also been informed that you’ll be working with other senior team members Tashia Batstone (External Relations and Business Development), Lou Ragagnin (Operations), and Heather Whyte (Marketing and PR).
GlutenWhisperer continues the conversation, directly quoting her prior phone call from Joy Thomas, “This exam was a total clustersituation for lack of a better term. We have really shit the bed on this one. I’m sure you’ve heard the news, but to summarize, technical issues such as the exam software failing and lack of internet connectivity caused extreme delays in the CFE exam being written. Candidates are outraged after having spent 12 hours in the exam center for what is supposed to be a 4 hour exam. The exam conditions were a total mess as some candidates did not have access to the CPA handbook which is a critical resource for writing the exam. Overall, exam conditions were extremely unfair to candidates. I’m just glad that I didn’t have to go through those conditions when I wrote my CA and CMA exams!
Anyways, to bring you up to speed, we’ve issued a Special Message on our website (see Appendix II) where we’ve stated that in response to issues caused by technical problems with the CFE, CPA Canada is retaining a third-party expert to conduct an independent, comprehensive review. I’m hoping that you can give us some advice on how to get out of this mess. I would hate to lose my job over bunch of whining CPA candidates posting to social media…I really need my high paying salary and hope that I can survive here long enough to get on the defined benefit pension plan. I have worked really hard, along with prior executive teams, to ensure that our compensation is NOT DISCLOSED in the financial statements. Even though we are a not-for-profit organization serving our members, where best practices dictate that we make this information publicly available, we’ve made sure to bury it so well that even a competent CPA cannot find it. The defined benefit plan is also really great. We’ve managed to run up a Pension Liability (Post-retirement benefit) of $31,992,000 (see CPA Canada Financial Statements in Appendix III) which is one of the reasons why we have to continually increase membership dues and candidate fees, but don’t tell the members!”
After providing further background information about how CPA didn’t test the new exam software Surpass and relied solely on the service provider to do the testing, GlutenWhisperer asks you to prepare a memo that identifies any internal control weaknesses in CPA’s examination process and provide recommendations. GlutenWhisperer also requests that you put together a public relations plan to restore the tarnished, fouled and besmirched reputation of CPA. You are also asked to comment on any financial reporting issues identified. Specifically, GlutenWhisperer asks that you look into revenue recognition of the candidate examination fee given that some candidate elected to defer the exam and other candidates claim that CPA was negligent and did not deliver a professional examination. Lastly, please consider any other potential issues with the firm’s governance, leadership and compensation of executives.
You return to your desk to get started on the memo, but instead find yourself wondering why you decided to become a CPA. Actually, you didn’t want to become a CPA – you enrolled in the CA program which was a respectable designation and were forced to become a CPA without proper consultation because you were only a CA candidate during the process. You further recall how membership dues have gone up every year, even though members were promised economies of scale and efficiencies from merging three separate organizations (CA, CGA, CMA) into one. You knew things weren’t that great when you heard stories from candidates of being sent to the wrong test center, or how CPA is constantly doing money grabs by charging hundreds dollars to be put on a waitlists for a module that aren’t even full, or how CPA materials are riddled with errors, but you never realized how dire the situation was until now. After further consideration, you now instantly regret becoming a CPA and despise your chosen profession. You fully appreciate that you’re between a rock and hard place with this current consulting engagement. If you provide your findings honestly and openly, which would likely be that CPA Canada was woefully negligent and recommend that they fire the executive team, you will likely receive reputational damage from engaging in conflict with powerful CPAs. Truly, you don’t want to mess with Joy Thomas who was referred to as one of Canada’s 100 most powerful women by CPA Canada. You decide that the best course of action is to fudge the report for the benefit of CPA and hope that the situation blows over. After all, there is only one Accounting designation in Canada, so it is not like people really have any other choices.
Appendix I (Reddit post from Fear-Of-The-Cold)
Alrighty. Here’s how day 2 went down for us Edmonton folk. This is a long one cuz I’m just unbelievable pissed about this so I’m gonna rant.
Showed up at 8, all optimists that they fixed the day 1 issues (which I won’t even go into here cuz honestly trivial at this point), and that we would be starting on time.
9 am rolls around, nothing happens. Now it’s 10. Still nothing. And at this point it’s pretty clear that something is fucked cuz the invigilators are just wandering about waiting for something.
At approx 10:15,10:30, I don’t remember it was so long ago, we are asked to return to our seats. They confirm that there are approx 20 ppl (of 400 for reference) who will be writing outside of secureclient on word and excel as they have been unable to access secureclient.
Then they pass out the exam booklets and then ask the rest of us to start the exam in secureclient and test if we are able to access the reference material (so clearly at this point they knew this was a potential issue). Raise your hand if you can’t get the reference material, approx 100 ppl put up their hands myself included.
“Okay give us a minute, we will write down your seat numbers but it should be up and running in a bit”. Come back a few minutes later - and tell us we will be starting the exam in 1 minute, ready, set, - and that’s when the first uproar happened cuz those 100 ppl still did not have access to reference material (fucking unacceptable). So thank god we were able to grab their attention and stop them. They say okay okay well look into. Come back about 30 minutes later.
“Okay who can’t access the reference material now?”
And legit I would estimate 80-90% of the candidate raised a hand and then everyone CLAPPED it was amazing you guys rock for that.
And that was when shit really fell apart. They explained that since there were so many Ontario writers and they had started before us that the server was overloaded and therefore we could not get on. So it was decided that we would all break for lunch essentially and then come back at noon, by which time Ontario would be finishing and we should be able to get on the server.
Now this next part is not at all the fault of CPA but I just want to mention so you can get a picture of how completely FUCKED this day was. The Edmonton expo centre has a cafeteria. However the restaurants there are generally only open when there are big events, or are open limited hours. So there are TWO restaurants open. A burger joint that had just opened and had nothing on the grill, and a cafe with some premade sandwiches.
Oh and one working vending machine. For 400 students plus the staff. I had stale pretzels for lunch.
We finally all file back in at noon. Nothing is happening up front so everyone is just wandering about. Then we all realize hey - if Ontario is done, they are back online. And that’s when people started coming on here and looking for exam tips. Because the people running the exam apparently forgot about a little thing called the internet.
Someone finally told the proctor - hey buddy maybe we should shut down the cell phone usage. And that’s when we were all instructed to put away our phones, sit at our desks and not talk to anyone.
Also just as a reminder the exam booklets have been sitting on our desks since 10:30.
So it’s about 12:30 and we are sitting in silence assuming that we will be starting any minute. But as it becomes clearer and clearer that that isn’t happening, people start getting up, going to the washroom, getting a coffee, etc. And at this point like the proctor is doing his best, literally trying to chase people down and yelling at them to come back, but no one is giving AF anymore.
Finally around 1-1:30 we are told that they are resetting the servers at the expo center so we can all have internet but that we are no longer able to write in secureclient so we should all shutter down and just open up regular old word and excel.
And this where things started getting really wild because at this point, some ppl had internet, some people had nothing. The proctor is telling us we have no choice, we need to start, CPA will take it into account that we didn’t have the reference material but they have no clue who does or doesn’t at this point. Some people are logging into the expo centre guess wifi, there are people’s hot spot networks popping up all over the place, no one knows what’s allowed and what’s not.
Proctor comes back over the microphone (which I should also mention was almost impossible to hear unless you were directly in front of him) to tell us that we are starting at 2 no matter what happens, and that if we want to leave and delay til May we can do so. But at this point it is 1:50 so we have about 10 minutes to decide wtf we wanted to do, no one knows if there will be internet or not, and then all of a sudden they announce that they will be shutting off the internet completely to try to make it even for everyone, then all of a sudden it’s 2 and we all have to start. At this point there are still people at the front trying to argue that they can’t write without the reference material that now how to either walk out or scramble back and start writing.
I personally tried to dive right it but geezus there was no concentration. I had to read every sentence twice before it sunk in at all.
Then at 3 they say they’ve got someone from CPA there. I mean they’ve got a downtown office but well done for taking 6 hours to actually get down there.
He mumbles something unintelligible that the proctor eventually repeats, that tomorrow’s exam will be moved back and they will tell us when later. Also they will be bringing food for everyone into the exam. And that we will get 15 extra minutes so cheers for that.
And that was essentially it. Spent the next 4 hours trying to cobble together something intelligible. Completely fucked the FR sections. I’ve always been really good with the handbook so I didn’t study FR as much, knew I could rely on the handbook to find anything I didn’t know. Or at least I thought I could... scarfed down a muffin at some point. Also I’m usually pretty calm, haven’t stressed to much over this exam, cuz that’s just me I don’t stress easily about this stuff. And honestly I was near tears at multiple points in this exam cuz I was so incredibly frustrated at the inexcusable ridiculous of the situation.
Then at the end we load our totally secure responses onto usbs and I fled that exam center. All told I was there nearly 12 hours. And then I get home to an email instructing me to email my response to CPAWSB and that under no circumstances was I to keep a copy of my response and that I was to arrive at 10:30 for the exam tomorrow. Not even a fucking word of apology.
All in all this is completely unbelievable from the organization that is meant to be a professional body that is meant to monitor US for professionalism. As others have said, they have known for months now how many people would be writing this exam, I find it completely insane that they would not have tested the server capabilities at that threshold. This, combined with the complete lack of good internet access at our location was an unacceptable combination. I have never been so frustrated and upset with any organization.
In my personal opinion, anyone who fails day 2 for this session should get an automatic free rewrite at a session of their choosing (I think this is a realistic expectation, they will never just pass everyone). It’s just to ambiguous at this point, plus the complete lack of exam integrity is appalling.
HOWEVER I do want to give a shout-out to all of the invigilators who were working the exam in YEG today. You guys had a rough go dealing with 400 stressed out students with no food, but the ones around me at least were nothing short of awesome. So many kind words and support. Also I’ve never seen anyone try that hard to give me muffins and cookies and granola bars and fruit. And at the end of the day they ended up working a 12 hours shift on their feet doing their best to keep up going. So props to them!!
And fuck CPA.
TL;DR, the Edmonton CPA candidates got fucked over royally by CPA today and CPA doesn’t give a shit.

Technical problems resulted in a challenging experience for many CFE writers this year. We apologize and in response CPA Canada is hiring an independent third-party as part of a comprehensive review.
During the administration of this year’s three-day Common Final Exam (CFE) there were technical issues resulting in a challenging exam writing experience for many students. We extend our sincere apologies to everyone who was affected as we know how much work goes into preparing and writing this important examination and how stressful it has been for our students.
In response to issues caused by technical problems with the CFE, CPA Canada is retaining a third-party expert to conduct an independent, comprehensive review. The mandate includes evaluating the integrity and reliability of the September 2019 examination process.
To inform our review, we are actively gathering information from students, proctors, and others to understand what happened and how it impacted the exam-writing experience. We are committed to maintaining the integrity of the profession and the Common Final Examination.
At the same time, we are also immediately reviewing the technical issues that arose across the country and are working with our service providers to do everything possible to avoid a future reoccurrence.
We recognize what a difficult time this has been for students and we want to reassure exam-writers we have the people and processes in place to resolve the situation as quickly and effectively as possible. Further updates will be posted here once they become available.

The French Lesbian Revolution!
The French Revolution decriminalized sodomy in 1791 and as a result increasingly robust queer cultures began to emerge in Paris in the late 18th and 19th centuries. They were allowed to continue on condition that they remain private and discreet. The booming economic expansion of the Belle Époque, a period of French and Western history conventionally dated from the end of the Franco-Prussian War in 1871 to the outbreak of World War I in 1914, brought Paris a reputation as the bohemian and erotic capital of the West, which allowed lesbian cultures in Paris to flourish. A network of still relatively underground venues for lesbians and gays emerged, including, salons, bars, cafes and bathhouses, particularly in the Montmartre and Les Halles areas.
The late 19th and early 20th centuries saw an increase in lesbian visibility in France, both in the public sphere and in representations of lesbians in art and literature. Fin de siècle society in Paris included bars, restaurants and cafes frequented and owned by lesbians, such as Le Hanneton and le Rat Mort, Private salons, like the one hosted by the American expatriate Nathalie Barney, drew lesbian and bisexual artists and writers of the era, including Romaine Brooks, Renee Vivien, Colette, Djuna Barnes, Gertrude Stein, and Radclyffe Hall.
One of Nathalie Barney's lovers, the courtesan Liane de Pougy, published a best-selling novel based on their romance called l’Idylle Saphique (1901). Many of the more visible lesbians and bisexual women were entertainers and actresses. Some, like the writer Colette and her lover Mathilde de Morny, performed lesbian theatrical scenes in Paris cabarets that drew outrage and censorship.
Descriptions of lesbian salons, cafes and restaurants were included in tourist guides and journalism of the era, as well as mention of houses of prostitution that were uniquely for lesbians. Toulouse Lautrec portrayed Parisian lesbian and bisexual entertainers in many of his paintings, such as dancers Louise Weber, Jane Avril and May Milton, and the clown Cha-U-Kao.
Gay nightlife and drag balls flourished during the jazz age of the 1920s, with Le Monocle being a popular spot for women in tuxedos and Clair de Lune, Chez Ma Cousine, La Petite Chaumiere, and other clubs drawing men in male and female attire. Tamagne wrote that during the early 20th century Paris was seen as a "queer" capital, even though Amsterdam, Berlin, and London all had more meeting places and organizations than Paris; this was due to the "flamboyance" of LGBT quarters and "visibility" of LGBT celebrities. When the Nazis cracked down on Berlin in the 1930s, Paris became an even more important center for LGBT life. In the 1930s the LGBT populations socialized with migrant groups, some youth groups, criminal groups, and other groups who were "marginalized" in society.
Some of the more notable women from the time...
Photo Gertrude Stein (February 3, 1874 – July 27, 1946) was an American novelist, poet, playwright, and art collector. Born in the Allegheny West neighborhood of Pittsburgh and raised in Oakland, California, Stein moved to Paris in 1903, and made France her home for the remainder of her life. She hosted a Paris salon, where the leading figures of modernism in literature and art, such as Pablo Picasso, Ernest Hemingway, F. Scott Fitzgerald, Sinclair Lewis, Ezra Pound, Sherwood Anderson and Henri Matisse, would meet. Wiki
Photo Colette (Sidonie-Gabrielle Colette, 28 January 1873 – 3 August 1954) was a French author and woman of letters nominated for the Nobel Prize in Literature in 1948; also known as a mime, actress, and journalist. Colette was most widely known for her 1944 novella Gigi (1944), which was the basis for the 1958 film and the 1973 stage production of the same name. Wiki
Photo Natalie Clifford Barney (October 31, 1876 – February 2, 1972) was an American playwright, poet and novelist who lived as an expatriate in Paris. Barney's salon was held at her home at 20 rue Jacob in Paris's Left Bank for more than 60 years and brought together writers and artists from around the world, including many leading figures in French literature along with American and British Modernists of the Lost Generation. She worked to promote writing by women and formed a "Women's Academy" (L'Académie des Femmes) in response to the all-male French Academy while also giving support and inspiration to male writers from Remy de Gourmont to Truman Capote. Wiki
Photo Marguerite Radclyffe Hall (12 August 1880 – 7 October 1943) was an English poet and author. She is best known for the novel The Well of Loneliness, a groundbreaking work in lesbian literature. Although The Well of Loneliness is not sexually explicit, it was nevertheless the subject of an obscenity trial in the UK, which resulted in all copies of the novel being ordered destroyed. The United States allowed its publication only after a long court battle. It is currently published in the UK by Virago, and by Anchor Press in the United States. The Well of Loneliness was number seven on a list of the top 100 lesbian and gay novels compiled by The Publishing Triangle in 1999. Wiki
Photo Liane de Pougy (born Anne Marie Chassaigne, 2 July 1869 – 26 December 1950), was a Folies Bergère vedette and dancer renowned as one of Paris's most beautiful and notorious courtesans. Pougy's lesbian affair with writer Natalie Clifford Barney is recorded in Pougy's novel Idylle Saphique, published in 1901 (later published in Spain in translation by the poet Luis Antonio de Villena). Wiki
Photo Mathilde de Morny (26 May 1863 – 29 June 1944) was a French noblewoman and artist. She was also known by the nickname "Missy" or her pseudonym as an artist, "Yssim" (an anagram of Missy), "Max", "Uncle Max" (French: Oncle Max) and "Monsieur le Marquis". Active as a sculptor and painter, she studied under Comte Saint-Cène and the sculptor Édouard-Gustave-Louis Millet de Marcilly. Missy became a lover of several women in Paris, including Liane de Pougy and Colette. Wiki
Photo Cha-U-Kao (Birth and Death unknown) was a French entertainer who performed at the Moulin Rouge and the Nouveau Cirque in the 1890s. Her stage name was also the name of a boisterous popular dance, similar to the can-can, which came from the French words "chahut", meaning "noise" and "chaos". She was depicted in a series of paintings by Henri de Toulouse-Lautrec. Cha-U-Kao soon became one of his favorite models. The artist was fascinated by this woman who dared to choose the classic male profession of clowning and was not afraid to openly declare that she was a lesbian. Wiki
Photo La Goulue (pronounced [la gulu] and meaning The Glutton), was the stage name of Louise Weber (12 July 1866 – 29 January 1929), a French can-can dancer who was a star of the Moulin Rouge, a popular cabaret in the Pigalle district of Paris, near Montmartre. Weber became known as La Goulue because as an adolescent, she was known for guzzling cabaret patrons' drinks while dancing. She also was referred to as the Queen of Montmartre. er lover was La Môme Fromage (The Cheesy Girl), another famous cancan dancer at the Moulin Rouge.Wiki
Photo Jane Avril (9 June 1868 – 17 January 1943) was a French can-can dancer made famous by Henri de Toulouse-Lautrec through his paintings. Extremely thin, "given to jerky movements and sudden contortions", she was nicknamed La Mélinite, after an explosive. Zsa Zsa Gabor portrayed Avril in the original film Moulin Rouge (1952); half a century later, the semi-fictionalized character was reinterpreted by Nicole Kidman in Moulin Rouge! (2001). Avril is one of the characters in Per Olov Enquist's book The Book of Blanche and Marie, which portrays the lives of Marie "Blanche" Wittmann and Marie Curie. Wiki
Photo Renée Vivien (born Pauline Mary Tarn; 11 June 1877 – 18 November 1909), was a British poet who wrote in French, in the style of the Symbolistes and the Parnassiens. A high-profile lesbian in the Paris of the Belle Époque, she was as notable for her lifestyle as for her work, which has received more attention following a recent revival of interest in Sapphic verse. Many of her poems are autobiographical, reflecting a life of extreme hedonism, leading to early death. She was the subject of a pen-portrait by her friend Colette. Wiki
Unfortunately, although this great period did not truly end, it did go into hiding. Upon the rise of Adolf Hitler and the National Socialist German Workers Party (the Nazi Party) in Germany, gay men and, to a lesser extent, lesbians were two of the numerous groups targeted by the Nazis and were ultimately among Holocaust victims. Beginning in 1933, gay organizations were banned, scholarly books about homosexuality, and sexuality in general (such as those from the Institut für Sexualwissenschaft, run by Jewish gay rights campaigner Magnus Hirschfeld), were burned, and homosexuals within the Nazi Party itself were murdered.
During the Nazi occupation of France during World War II, the French government raised the age of sexual consent from 13 to 15 for heterosexuals, and to 21 for homosexuals. Penalties for the 'unnatural' practice of homosexual acts with minors were a fine and a prison term of six months to three years. This homosexual consent law was kept in place after the war, lowered to 18 in 1974 and to 15 in 1982.
